Gas exports amounted to 9.2 billion cubic metersthe territory of the Republic of Kazakhstan main gas producing companies (as of 2011) are the KPO (16.9 billion cubic meters), TCO (13.5 billion cubic meters), "CNPC-Aktobe" (3.4 billion cubic meters), JSC "OOC" KazMunayTeniz "(0.8 billion . cubic meters), KMG (0.4 billion cubic meters).in 2015 the growth of production of natural gas and associated gas to 7.1% in relation to 2011 (an increase of production was 3.0 billion cubic meters).increase in natural gas output by developing new and fundamental base of hydrocarbons, such as Karachaganak, Tengiz, Zhanazhol Tolkyn and other fields owned joint-stock company "National Company" KazMunaiGas "(hereinafter - KMG), as well as fields in the Caspian shelf (Kashagan and others).processing2011 in gas processing plants produced 2250 tons of liquefied petroleum gas.gas from oil and gas complex of the republic, basically, is incidental and therefore requires its processing at gas processing plants to the production of marketable gas. The country has three gas processing plants (hereinafter - GPP) with a total refining capacity of 18.9 billion cubic meters of gas a year:gas processing plant (hereinafter - KazGPZ);Gas Processing Plant (hereinafter - TGPZ);gas processing plant (hereinafter - ZHGPZ).the fields with smaller volumes of gas to the gas preparation merchantability conducted on plants for gas preparation (hereinafter - the GPP).2006 to 2011 the implementation of measures of the gas utilization contributed to the reduction of gas flaring from 3.1 to 1.2 billion cubic meters, ie 1.9 billion cubic meters, an increase in oil production from 64.9 million tons in 2006 to 80.06 million tons in 2011, and gas from 27.0 to 39.5 billion cubic meters, respectively . The volume of recycled gas increased from 23.9 billion cubic meters to 38.3 billion cubic meters, i.e. 14.4 billion cubic meters Constant monitoring of the implementation of approved programs republic subsoil gas utilization.actions subsoil gas utilization contributed to the creation of a new infrastructure for the use of gas utilized, including 12 gas turbine power plant (hereinafter - the power plant) with a capacity greater than 256 MW, 12 units on an integrated gas utilization and gas processing plant for the processing of 8 billion cubic meters of gas and the development of more than 350 tonnes of LNG per year.to the historical system of transmission and distribution pipelines of natural gas available in 9 of the 14 regions of the country. Considerable attention is paid to the Government of the Republic of Kazakhstan, the implementation of measures for the gasification of settlements of the Republic of Kazakhstan. For the years 2006 - 2010 from the national budget was allocated more than 28 billion. These measures allowed gasification of natural gas more than 150 settlements Aktobe, Atyrau, Kostanai, West Kazakhstan, Zhambyl and South Kazakhstan regions, as well as 473 high-rise buildings and 4,170 private homes in the city of Kyzylorda.akimats areas gas consumption in 2015 was 14.6 billion cubic meters, which is 1.6 times more than in 2011.development of transportation infrastructureincrease in hydrocarbon production requires dynamic development of gas transportation infrastructure.

In 2011 the volume of export of Kazakh gas by 9.2 billion cubic meters, the volume of international gas transit through the territory of the republic was 96.6 billion cubic meters, including Russian - 61.9; Turkmenistan - 26.5, Uzbek - 8.2.and transit of gas across the state are carried by major pipelines - "Central Asia - Center" (Central Asian gas), "gas-bearing region of Bukhara - Tashkent - Bishkek - Almaty" (Central Asian gas), the first section of the pipeline "Kazakhstan - China" (Central Asian gas), "Orenburg - Novopskov" (Russian gas), "Bukhara - Ural" (Russian gas).ensure the internal gas market in 2006, signed the agreement on gas deliveries counter between "Gazprom", "Uzbekneftegaz" and JSC "NC" KazMunaiGas ".of the pipeline Beineu - Shymkent will enhance the energy security of Kazakhstan and will provide cross-flows of gas from western gas producing regions in the south, and, thus, reduce the dependence on Uzbek gas.pipeline will pass through Mangistau, Aktobe, Kyzylorda and South Kazakhstan regions.- Shymkent connect all the main trunk of the Central Asia - Center and Bukhara - Urals gas area of Bukhara - Tashkent - Bishkek - Almaty, Kazakhstan - China.of the project will have a positive multiplier effect expressed in the possibility of extending the previously non-gasified gas supply areas Kyzylorda region, the northern regions of South Kazakhstan, Zhambyl and Almaty regions with a total population of 2 million people, covering 400 villages. This will improve the quality of life of the rural population, will give impetus to the development of new and modernization of existing industrial and agricultural development of small and medium business, and as a result, the creation of new jobs., the project will improve the socio-economic situation of the regions of Kazakhstan along the pipeline route.on the principles of multi-vector hydrocarbon supplies to domestic and foreign markets, Kazakhstan seeks to develop all cost-effective routes for transit and export of natural gas. Project to build a gas pipeline Kazakhstan - China and the Caspian gas pipeline will improve transit and export potential of the country and, therefore, will contribute to the economic development of Kazakhstan.of gas pipeline Kazakhstan-China18, 2007 Agreement between the Government of the Republic of Kazakhstan and the Government of the People's Republic on cooperation in construction and operation of the gas pipeline Kazakhstan-China. According to the project in the third plant will employ 300 people.the project "Construction of the second stage ZHGPZ-3" is working on the analysis of the market in gas and the cost of the product and adjust the initial project. Until the end of 2012 it is planned to complete the work on updating. Commissioning of the second stage ZHGPZ planned for 2013 - 2014.internal risks - emergency situation at the sites of processing and transportation.consequences of failing to take appropriate risk management - suspension of gas supplies to the population, businesses, and FEC.management activities - planned preventative maintenance on objects processing, transport and distribution of gas.external risks - reducing the supply of natural gas from Uzbekistan and Russia.consequences of failing to take appropriate risk management - a shortage of gas will cause reduction of gas supplies, fuel and energy enterprises, resulting in reduced production and supply of electric power and heat to the population, household and industry.- contracts for the supply of gas to the Agreement on counter delivery of gas between JSC "NC" KazMunaiGas "," Uzbekneftegaz "and OJSC" Gazprom "on December 27, 2006, the continuation of the project to build MG" Beineu - Shymkent " .Direction 3. Support for production of petrochemical productsparameters of the regulated industry or occupation.the large amounts of hydrocarbon production, currently in Kazakhstan is not a full technological cycle of deep processing of hydrocarbon raw materials to produce products with high added value.Processing is limited to separation of oil and gas. There are 3 oil and 3 gas processing plant, built in the Soviet era and do not meet modern standards.and launched investment projects to create a world-class petrochemical plants, which will provide a flexible, integrated and complete flowsheet processing of hydrocarbons (oil / gas), which meets the international level, and will simultaneously solve several important problems:production volume and higher quality oil products;basic petrochemical products, which are already products with high added value and demand in the international market;petrochemical feedstock for subsequent conversion and production of extended-spectrum petrochemical products with high added value (construction, lining and packing materials, manufactured goods and household goods, etc.);comprehensive processing of hydrocarbons;the negative impact on the environment;conditions for development of small and medium-sized businesses for the production of petrochemical feedstock specific consumer products.projects to create petrochemical plants and the modernization and technological upgrading refineries are included in the state program on forced industrial-innovative development of Kazakhstan for 2010 - 2014 years and Map Kazakhstan for 2010 - 2014 years, the field program for the oil and gas sector in 2010 - 2014 years.region will build an integrated chemical complex for the production of basic petrochemical products - ethylene, polyethylene and polypropylene. Investment in the project is about 945.0 billion. In order to ensure its successful implementation, the timely allocation and development of debt and equity of the project will be implemented in phases: Phase 1 of the project will ensure the production of polypropylene capacity - 500 tons / year, the cost of Phase 1 is about 300.0 billion tenge, Phase 2 - PE 800 thousand tons / year, with the cost of 645.0 billion tenge. Project period: 2010 - 2016 years. The operator of the project - LP «Kazakhstan Petrochemical Industries Inc.» (Hereinafter - KPI). Supply of gas feedstock for chemical complex will be made "Tengizchevroil" for the long term (Government of the Republic of Kazakhstan as of February 15, 2008 № 142 DSP).General Contractor on a competitive basis for the construction work on one phase selected Chinese company «Sinopec Engineering». March 19, 2010 signed a contract to build a 1-phase of the "turn-key". Today started the development of construction documents.March 2010, has signed a licensing agreement for technology propane dehydrogenation and polypropylene production with the company CBI Lummus (U.S.).order to guarantee sales of polypropylene by a contract for guaranteed sales of finished products (off-take agreement) with the company «Sinopec Engineering».into account international experience in construction of similar facilities and to provide more attractive to substantial investment in petrochemical plants, the government decided to support the project:economic and administrative conditions for the realization of the project - the presidential decree of December 19, 2007 № 495, a special economic zone (hereinafter - SEZ) "National Industrial Petrochemical Technology Park" in Atyrau region. Since 2010, the construction of the SEZ infrastructure (administrative building and fencing FEZ);design and construction of certain infrastructure 1st phase done at the expense of budget credit in the amount of 14 billion.of major one-phase, including production facilities, is by borrowing the credit line of the Export-Import Bank of China in the amount of 207 billion tenge. March 23, 2011 in Shanghai (China), a meeting was held between the CB & I Lummus, Sinopec Engineering, and KPI, which CB & I Lummus officially handed Sinopec Engineering and KPI set of design documentation for the installation of propane dehydrogenation, March 24, 2011 held a similar meeting on transfer set Process Design for the installation of polypropylene.13, 2011 during the visit of President Hu Jintao's visit to the Republic of Kazakhstan LLP "United Chemical Company" and the Export-Import Bank of China signed a framework agreement on financial cooperation (strengthening cooperation in the transfer of technology and financial information).the infrastructure is complete. For the following infrastructure are conclusions state examination: road (complete asphalt paving), w / d path (completed laying the roadbed), power line (purchased materials, the construction), water and fuel pipeline (being purchase of materials), and the rest - to under consideration.

-phase (Polyethylene) is now Foster Wheeler (USA) finishes updating the feasibility study. Strategic partner of the South Korean company is defined «LG CHEM», which in 2011 signed an agreement on establishing a joint venture with Kazakhstan LLP «Kazakhstan Petrochemical Industries Inc.», And a memorandum of understanding on the project financing and an agreement on the sale of products.Atyrau refinery construction of complex aromatics production capacity - the amount of benzene in 133 thousand tons / year of paraxylene - 496 thousand tons / year. The cost of the project - 169.5 billion.October 2009, the EPC contract signed between the refinery and the Chinese company «Sinopec Engineering» on "turnkey" complex. Signed an agreement of intent to purchase paraxylene with Chinese «GUPC». The project will be under the general loan agreement between JSC "Development Bank of Kazakhstan" and the Export-Import Bank of China (PRC). July 30, 2010 between the BRC refinery and signed a general loan agreement to finance the project, and September 4, 2010 ceremony held "the first stone." Completion of the construction of the refinery complex planned before the end of 2013.2010, launched an investment project "Construction of a plant for the production of bitumen at Aktau Plastics Plant", which provides advanced processing of heavy oil from the Karazhanbas production of bitumen in the amount of not less than 420 thousand tons / year, corresponding to the climatic conditions of Kazakhstan. The total project budget - 43.5 billion tenge.

To implement the project between the Chinese corporation «CITIC Group» and the Kazakh company AO «Kazakstan Petrochemical Industries» - a subsidiary of JSC "NC" KazMunaiGas "in 2009 on a parity basis was established LLP" JV «CASPI BITUM». "SP« CASPI BITUM »in September 2010 finalized the loan funds from« Bank of China Grand Cayman Branch », a consortium between the JSC" NSCC "KazStroyService" and LLP «CITIC Construction» for the purpose of construction of a bitumen plant. Raw material supply issues, place orders for main and auxiliary equipment are solved, started the construction phase.the above mentioned ongoing projects and planned production in the short term provide a multiplier effect of growth related industries. In addition to the export market of Kazakhstan will be provided petrochemical raw materials of varying quality, which should enhance the interest of the domestic business to create small businesses and medium-sized enterprises for the production of a variety of plastic products, building materials, industrial equipment subsidiary of lightweight materials, goods, medical and consumer applications.of the major problemsof investment projects to build new petrochemical plants is characterized by large capital-intensive and requires a one-time attract significant levels of investment, including the search for a strategic partner., most of the produced hydrocarbons are exported and used to fuel variant, primary processing of hydrocarbons is based on the separation of oil and gas without further production of petrochemical raw materials.plants, the main production assets which were established 45 years ago, produced commercial products in limited quantities (polystyrene, polypropylene) or imported petrochemical feedstocks (Russian Federation - synthetic rubber, the main components of additives and so on)., to build petrochemical plants have sufficient resources of raw materials: natural and associated gases during field development in different regions of the Republic of Kazakhstan, in which the fraction containing ethane, is from 13 to 16% or more of the total volume of gas, which is a major economic and technological advantages for the production of ethylene - basic petrochemicals. For bitumen road marks produces oil from fields in Western Kazakhstan.of the major internal and external factorsrisk - possible cancellation of preferential tax organizations operating in the special economic zone "National industrial petrochemical industrial park."consequences of failing to take appropriate risk management - the deterioration of economic projects and their profitability, the ultimate cost of petrochemical products will be uncompetitive, which would complicate software market, as well as the timely involvement of external (debt) financing.- the preservation of conditions for the implementation of SEZ capital investment petrochemical projects, both at the production of finished products, as well as during the construction of these facilities, the timely allocation and disbursement of budget credit, attraction and development of foreign financing.Direction 4. Better regulation of relations in the sphere of subsoil operationsone of the most important tasks is the development of local content in the procurement of oil companies, which focuses on the Head of State and Government of the Republic of Kazakhstan.of Oil and Gas of the Republic of Kazakhstan (hereinafter - MNG) carried out extensive work on the development of local content in the oil and gas sector. In most of the subsoil use contracts include numerical targets for local content in goods, works and services, as well as personnel. Also includes requirements for the development of local content programs and penalties for the improper performance of contractual obligations. Numerous forums and seminars with the operators to explain the need to increase the proportion of local content, as well as direct negotiations with major mining companies to increase the proportion of local content., current indicators of the level of local content in the procurement of oil and gas companies are low, because production and, therefore, domestic procurement of goods, works and services of Kazakhstan origin is insignificant compared with the imported.

These facts, the following causes.the fact that local producers have mastered the construction works and have plants metalwork, all equipment in the construction machinery is a key foreign enterprises, respectively, and technical support are from abroad, in connection with the design at an early stage of the project by foreign companies.bulk of procurement accounts for work and services. As the share of the value of goods in the value of the work is about 40% in the project documents provided subsoil mainly purchase of imported equipment, the proportion of local content in the works substantially reduced.exploration work in the Kazakh sector of the Caspian Sea entered the active phase. However, the lack of Kazakh suppliers in offshore projects cannot achieve high performance in terms of local content, however, the share of procurement of goods, works and services in offshore projects is about 30% of the total purchase of the oil and gas industry and will grow with the development of offshore projects., the transition to the next phases and projects of three major operators NCOC, KPO and TCO total procurement which accounts for nearly half of all purchases of oil and gas sector, we can expect a substantial increase in the volume of purchases. The share of local content is much reduced, as these companies continue to purchase imported goods and services.the foregoing, MNG RK continues regular and systematic work to increase the proportion of local content in the oil and gas sector.parameters of the regulated industry or occupationdevelopment of the state subsoil management based on modern information technologysociety puts new conditions before the state bodies of the Republic of Kazakhstan. The main requirement of today - the ability to operate effectively in continuously rapidly changing external conditions. The need to quickly adapt the control system to the changing demand compounded continuously improves efficiency and effectiveness of government agencies.in the modern world is based on the use of quality information and the integration of the knowledge gained. Ability to analyze, organize, store and present information is an essential management skills.of government as a process of creating the conditions for information management, and the emerging use in the activities of government agencies, is part of ongoing administrative reforms in Kazakhstan.accordance with the concept for the implementation of the system of state planning, results-based, approved by the Government of Kazakhstan on December 26, 2007 № 1297, every government agency in the planning phase should be developed balanced scorecard for budget planning, results-based monitoring and evaluation degree of goal achievement.order to improve the state subsoil management by improving the quality of its information and analytical support through the introduction of modern information technologies to enhance good governance in the areas of oil and gas, petrochemical, transportation of hydrocarbons in 2008 as part of the "electronic government" work began on the development of the Integrated information system "unified state management system subsoil of Kazakhstan" (hereinafter - IIS USSUMS RK).system development IIS USSUMS RK enable trace all the information in the mineral resources - from tender procedures and ending with information on the volume of production, processing, transportation and sale of minerals. This will predict the country's export potential in the oil and gas industry and the timely incorporation of changes in the situation on the world market for raw materials in making decisions to improve the efficiency of mining industries.IIS USSUMS RK is under trial operation.of the main objectives is to ensure that MNG competence of authority resulting from production-sharing agreements and, accordingly, is vested in the interests of MNG function authority in production sharing agreements.this regard, in the prescribed manner MNG realizes the interests authority in production sharing agreements, including exercise gratuitous trust stakes in the subsidiary of the national company.order to reduce administrative barriers to private business entities MOG developed criteria for assessing the risk of business entities in the oil and gas sector. After the approval of the joint order of the Ministry of Economic Development and Trade, MNG these criteria will be drawn up an annual plan inspections of businesses. In 2012, 40 planned inspections of entrepreneurship.of the main problems and threatson the implementation of subsoil contract terms (accounting information on the volume of production, processing, transport and distribution of hydrocarbon minerals) is in paper form. As a consequence, the interaction of state bodies and subsoil takes time and reduces the effectiveness of management in the mineral resources.of the major internal and external factorsmain external factors in the automation of interaction of state bodies and subsoil in the mineral resources is projected reduction of quantities in the mineral resources that can be connected, first of all, a decline in demand for these services due to the fall in prices for mineral resources. However, the decline in world prices for mineral resources in the near term is not expected, and the impact of this factor is small.main internal factors include the risk of lack of demand for the project, technical risks of the project to create IIS USSUMS RK and the risks associated with the scale of the project. Implementation of the project will increase the efficiency of public administration in the mineral resources. Given that the subsoil use are long-term priorities (№ 3 and № 5) Development Strategy of Kazakhstan until 2030 and are relevant today, with the introduction of more effective management subsoil of Kazakhstan. The degree of risk of the project is the lack of demand low. The risk of under-utilization of the design capacity of IIS USSUMS RK is also minimal.technical risks of the project include the mismatch created product and platform chosen objectives and functions of MOG, the inability to integrate an "e-government". Measures to manage these risks are:

The use of company standards for design work, standards development project;

The involvement of the project team of employees in state and local government public bodies.risks associated with the scale of the project include reducing the project's quality and consistency with the objectives and functions of the MOG. To reduce the risk of a detailed analysis of each stage of the work, the interaction of the participants, the organization works. And also apply An elaborated program quality, waste management project configuration, the special procedures of interaction between participants.

Conclusion

Finally, a report on the practice, it should be noted that the practical training has helped me to understand the structure of the Ministry and its basic functions.summary, the Ministry of Economic Development and Trade of the Republic of Kazakhstan - the central executive body intersectoral and inter-regional coordination of the development guidelines of the state of social and economic policy, the mission of which is to develop a coherent and effective system of state planning, aimed at the achievement of strategic objectives and priority tasks of social and economic development and the development of trade.believe that to deal with such issues as:

·organization and functioning of management review;

·development and use of modern methods of governance and regulation in the functioning of MOG;

·study of information and communication for the control system of the Ministry;

Was an intern at the Department of the oil industry, I have studied transfer pricing, tolling system, the strategic development plan for 2012 - 2015 year. There are many shortcomings in the work of the Ministry.

·First, the work is not systematized in the Ministry, which is the main reason for the delay consideration of certain suspensive projects that require immediate attention. Also, workers have to spend the weekend (holiday) days at work, as it requires the authorities;

·Second, there is a shortage of personnel. Because of the absence of the latter, this work is assigned to other employees, which requires allocation of more time to perform their duties;

·Third, low wages. The current level of wages is not attractive to the youth of today, which is why there is a turnover, and the specialization of graduates is different from that required in the position that they occupied;

In general, one of the key problems mentioned MNG high staff turnover due to tight working conditions and lack of transparency of information.the report, I relied on the regulations and by-laws of the Ministry of Oil and Gas, I have been given details of the Strategic and Operational Plan of the Ministry., have practice for two and a half months, I tried to collect all the necessary material and do all the work that has been entrusted to me initially.
